How so?
As the notice from the Kawartha Lakes Ontario Provincial Police notes, this practice endangers the lives of school children who need to walk to and from bus stops, and school where there is no sidewalk.

OPP TAKES NOTE OF SAFETY ISSUE (CITY OF KAWARTHA LAKES, ON.) –

The Ontario Provincial Police (OPP) would like to remind motorists that it is illegal to pass vehicles on the right when the shoulder is unpaved.
The City of Kawartha Lakes detachment of the OPP became aware of a potentially dangerous situation in which vehicles are using the unpaved shoulder of the highway to pass school buses as they wait to make a left hand turn into the school parking lots.
Under section 50 of the Highway Traffic Act (HTA) it is illegal to use the unpaved shoulder to pass on the right. The offence carries a $110.00 fine and 3 points.
“The real concern is for the students who are using this portion of the highway to walk to school as there are no sidewalks available,” states P/C Lanning, Community Service Officer.
Drivers are encouraged to be patient, especially in a school zone.
What do you think should be done to protect our children from these drivers?
